
Igiugig Village Council Leadership
The Kuicaak Fund is rooted in Indigenous governance, stewardship, and self-determination. It is managed by the Igiugig Village Council (IVC) under the authority of the Tribe’s Constitution to grow, protect, and steward our ancestral lands for future generations.
The Kuicaak Fund's governance ensures that all decisions align with the Igyararmiut people’s values, priorities, and long-term vision. A deep commitment to land protection, cultural revitalization, and the sustainable growth of Indigenous-led initiatives guides leadership.
The Igiugig Village Council is the governing body managing the Kuicaak Fund. Composed of elected community members, the Council ensures that all funding allocations, land acquisitions, and stewardship efforts align with the tribe's priorities.
Our Leadership and Governance Team

AlexAnna Salmon, President
AlexAnna Salmon was raised in the Village of Igiugig. She is the granddaughter of John and Mary Olympic, and the second oldest of Dan and Julia Salmon. In 2008, she graduated from Dartmouth College with a dual Bachelor’s degree in Native American Studies and Anthropology.

Christina Salmon-Bringhurst, Vice President
Christina Salmon is the eldest daughter of Dan and Julia Salmon. She grew up in Igiugig and attended the University of Alaska Anchorage, focusing on Journalism and Alaska Native Studies. In addition to serving on the Igiugig Tribal Council, Christina serves on the Lake and Peninsula Assembly.

Ida Nelson, Member
Ida Nelson is the youngest daughter of John D and Agafia Nelson. Ida is a single parent of two daughters, Kiara and Shealayla. She is a subsistence provider for her family. In addition, she works for the Village Council as a bulk fuel farm manager, head tribal clerk and as a Village Council member.
Alicia Tinney is the oldest daughter of Renae and Gregory Zackar Sr., and the granddaughter of Alice and Simeon Zackar. Alicia is currently the Social Services Director and currently serving our community as a member of our Village Council board.

Mary Hostetter is the eldest daughter of Betsy and Dave Hostetter, and granddaughter to Mary and Nick Nowatak. Mary has a background in natural sciences and fisheries, and is a current Tribal Steward with the Igiugig Village Tribal Stewardship Department.

Oversight and Accountability
The Kuicaak Fund is managed as a special restricted account to ensure that all funds directly support the initiative's mission. The Igiugig Village Council makes decisions on land acquisitions, stewardship programs, cultural revitalization, and infrastructure development through formal resolutions.
To protect the integrity of the fund and its long-term sustainability, any modification or dissolution of the fund would require a three-quarters vote of all elected Village Council members and a referendum with at least two-thirds approval from the Tribe’s general membership.
